NCP = Termination of Parental Rights?

Good Day!

As I wander down the path of divorce laws I wonder what is the legal nature of an NCP.

Does an NCP inherently have any parental rights?

Are NCP's parental rights terminated?

For example, Parent A and Parent B at trial over custody. If judge says Parent A is Primary and Parent B is NCP with NO OTHER stipulations, ex. Nothing about legal custody, nothing about visitation, nothing about school/medical records, etc...

Does the NCP have ANY parental rights?

Are the ONLY parental rights that an NCP has those that a judge gives back?
