You have a pretty clear clause on move-aways. How on earth did she get away with it? The faster your H files something in court against her the better, but I wouldn't assume that since several months went by it is too late to press charges. In divorce court, practically everything takes several months. Proceed in nailing her to the fullest extent of the law and, more importantly, file for custody reversal based on an illegal move.
Did he in any way give permission for the move? How long before he made something in writing to show that he objected to the move? An email? Anything? Regardless, you should proceed.
I'm also here in FL and I do a lot of reading on move-away cases. You have a great case, but I would get a lawyer because you never know.
