Child Protection laws are designed to reunite the children with the parent that originally had custody. They would help only in teh short term. Moreover, unless there is something imminent that is harmful, there is little they can do.
Instead, the proper procedure is to file a Motion for custody in family Court. It sounds as if there is a very good case for a change
