I took your post and summarized it using Word AutoSummary. Here is what it gave me....

Hi I have a question about my child support case. When we originally separated the mother of my children filed for public assistance. Since that time, I have been charged child support from the state. Unfortunately, the state considered all support as gifts and not as payment for support. I was still in verbal contact with my children but was unable to give any financial support. The mother of my children decided at that time that I should not have any contact with the children in any way. Thank you for your time.

After taking out all the extra stuff, you are basically saying 1)you want visitation and 2)you are not paying any type of support. Everything else you said is unimportant in court. Go to court to get court ordered visitation, or to enforce the order you have. After a year and a half don't be suprised if your time is initially reduced for "re-introduction." Also, you need to accept the responsibility that you are a parent to those children too and help support them. The courts will not be impressed with your spiritual journey that led you to abandoning your children both physically and financially.
