He pays CS because everything is done by a formula in California. He makes X a month, she makes Y a month (imputed at minimum wage because she mades nothing a month). They're supposed to spend 25% of their money on their child. So they take 25% of (X+Y) and that is the child support figure. Then mom needs 40% of that number and dad needs 60% of that number (based on custody) in order to support the child. In our case, the income discrepancy is high enough that he still has to pay her even though we have the child more so that she will have the 40% of the money she needs to support the child.
