We had a similar situation, except the mother still lives close enough to visit, just not close enough to share every other week anymore because the drive to school would be too far.
I was really surprised as well that the mother did not move back closer. She chose a nicer neighborhood and nicer house over her own daughter.
Personally, I would never move away from my kids, but other people have different lives than I.
