As a foster parent, you have no rights as you well know. The authorities in county where child was moved can investigate on strength of anoyomous call. This is the law, they must investigate any child abuse claim. You do not have to give your name, in fact, it probably would not help to give info on past abuse.
You will not know what outcome is and I doubt you will ever see child again. But, if you feel child in danger make the call. It's the only thing you can do to help this child.
