Unfortunately it is difficult for many people to separate the cirumstances of the child's birth from the personal issues between them and their spouse.

Not to condone this woman's actions, but I mention this only to point out that DCFS should have thought twice about placing the child in this situation and they should have been monitoring it after the placement. DCFS put this child into an emotional hotbed to begin with. This is not the typical step parent situation.

DCFS is not working here in WA. About 6 months ago a woman starved to death her children (3 all three of them I think). She had been being monitored in one county, but moved to another and the new county never followed up and the children died.

A couple years ago a Whatcom County filed suit against DCFS due to they where making children sleep in their local office on the floor when they ran out of bed.

Recently a father sued DCFS and won because they kept his daughter from him for years based on a false allegation of sexual abuse.

I know form personal experience that when I reported to DCFS my concerns it got all screwed up. In our case my step daughter had told me that she sometimes sits on her grandfather's (BM's Dad that she lived with for 6 months while her mother lived out of state with her internet boyfriend) lap and touches his privates while watching TV and that she she thought about and wanted to touch little boys privates in her school. Her previous step father had witnessed an incident when SD was little of this grandfather touching her privates while changing her diaper. The 4 year old half sibling of my SD had reported to a counselor that someone was touching his privates, but Mommy made them stop (Mommy is daughter of the grandfather of concern). After the 4 year old's disclosure DCFS investigated and the 3 year old told DCFS that it was my SD (her half sibling) who touched her privates.

The whole thing was very concerning, but the investigation was divided into two counties and did not get investigated together. Worse, the promise of confidentiality that DCFS gives you when you report concerns like this was gone once the investigation was passed off to that counties local sheriff's department. They put eveyone's names and who they talk to in their public report, which BM in this case got a hold of.

I filed complaints with DCFS through their website and a complaint with the sheriff's department about their violation of my right to confidentiality.

I know things like this happen all over, but I have no confidence in how this department runs in this state. They need to figure out someways to make improvements.
