Sorry Clark -- I disagree. the answer is not federal standards. I believe the opposite. Federal government already has their bony fingers into too many state and local issues. you like to argiue that the Constituion is ignored yet what you are proposing flies in the face of what the Constitution stands for - State Control over State issues.

Why do we have issues with child support guidelines. Because the Federal government mandated it for federal funding and made collection through the state enticing through matching funds.

Change occurs on the state level and if it works, its spreads.

We had a nice piece of legislation here in Minnesota that would have created a presumption for joint physical custody. It almost pased but was later gutted in committee. It did, however, reform the child support laws to use a comparative income approach, it does not take effect until 2007, however.
