change of jurisdiction question

Ive been reading alot of posts about this subject. Here is my question. All divorce, child custody and etc papers were filed in the county were my ex lives. God, I know this is complicated.. sorry. Our child and I have been living in a different county. She is staying there with her bestfriend, until her father moves and is settled there, she will then live with him. I had to move out of state. This is why the change of living arrangements. My ex and I had a semi verbal agreement about parenting plans( ie; her coming for xmas, spring break, summers, to stay with me).

It has been a month. We(our child) talk on the phone about 4 nights a week. My ex has moved back his move date there by a month or so... according to her.

Ok.. my question is. Can I file for a change of jurisdiction here? and what would that take to do that? I truelly do want it to work out with her and father .. but.. I also want fair parenting time.. as of yet.. he hasnt even responded to my calls about christmas, and im getting worried.

I know I sound like a total basket case. This whole situation is new to me. I only want what is best for our child.. and I do believe that is spending time with me (im paying for all travel costs, btw.. so ??) I am just really confused and scared. If you can even get where im trying to go with this,, give me a clue please
