Layman's guess, but is sounds like she wants the judge to put the reasons for the decline in writing so she can try to appeal the decision.
Kurt's ex in his case did something similar. The judge took forever to issue the written judgment and made sure it was solid. I don't think his ex ever did end up appealing.
