It sounds to me as if the Court in Georgia simply told her to use proper procedure.

MY GUESS:
She filed the matter in Georgia but Georgia declined jurisdiction because the original case rested in Florida and permission to change jurisdiction had not been granted by Florida. As a result, proper procedure would be to file to seek a change of jurisdiction in the originating state --Florida.
