First of all, unsubstantiated means unsubstantiated by child protection. It has nothing to do with provable in court. Second, unsubstantiated does not mean it occurred any more than it means it did not occur. Finally, that is a far cry from saying it is okay to abuse kids.
In addition to having reading comprehension issues, you apparently are also incapable of understanding what presumed innocent means. None of that is surprising, really. It just reinforces my points regarding your significant limitations.
