Removal of Parental rights/mental illness

Wondering about where to begin with parental rights being removed from dangerous, mentally ill non-custodial parent. Files false claims of abuse (4 times now) that are proven insubstantial, harrasses custodial family, terrifies small BIO daughter, is bankrupt, unemployed, non-child support paying, angry, and at times violent. Has been examined by family court appointed psychiatrist and been found to have irreversible mental illness (Borderline personality disorder with Histrionic tendencies) Can't think of a positive condtribution made to the life of the child. "Mentally ill one" is like Don Quixote at war with the world and EVERYONE in it - child's teachers, doctors, day care workers, extended family, etc. Paranoid with a history of violence against several family members. thanks in advance for your suggestions.
