It sounds like he should call the local sheriff in her area and fax over the decree giving him custody. See if they can meet him in the area where she is to go over and pick up the children. I would think he could file for Interferance with Custody.

Do what you can first without filing in court. You may fall upon a Sheriff's department that will actually do something. But don't delay either.
