So it seems that this is how they are getting the other party to produce the child since they do not have juridiction to go and retrieve the child from another county or state.

It sounds like to me that the Sheriffs dept initiating this step helps the CP alot to get the child back. If the other party refuses to produce the child, then I would assume a contempt charge is found and it becomes a criminal matter.

Alot of places the CP would need to file a domestic relations motion in order to even get that far and it would seem that it would take longer.
