You're absolutely right. We live basically right next door to each other.
As far as taking the BM to court for contact, it's not even worth it. The child is now 16 years old and has told her father directly that she wants nothing to do with him.
I've said it before. This is a very sad situation, and in my opinion PAS should be made a jailable offense!!!!!!
