He would have to establish he is the parent by requesting thru court, then dna.
He would then have to enter a parenting agreement accepted by the courts. Child support would be set as well.
My feeling is this-she is 14 and probably gaining hber independence. She may come over les and less as she develops relations with friends. By the time the court battle is over she may be 15 or 16.
If he has contact and sees the child, pays no child support he may be stirring a hornets nest by pursuing legal litigation. JMHO
