especially the public spankings, she may be able to get some success in the show cause hearing. Is the counselor willing to write a letter in support of a review.
I don't know if she would be sucessful over all, but at least perhaps she can get a review. At the very least she may be able to get the new custody order to prohibit the smom from physically punishing the children.
