In our case, DH and I would not like sending the boys to PB to have the latest watching them in her absence. We had to do that last summer so not liking it doesn't change the fact that it's her right to visitation.

Likewise, I have been a major part of the boys' lives for years, over half of YSS's life! I am raising them as my own, both financially and emotionally because their mother is such a complete deadbeat. If she had a problem with them being with me if their Dad had to go somewhere, I'd say tough shit. If anything they could be "visiting" their brother.

So to answer your question, the depth, length and breadth of the relationship between non parent and step child is a major factor here. Siblings, other relatives also play a part.
