Pro se parties are often granted leniency from formal requirements of court. When a person files a Motion, the other party should file a response. That does not necessarily require that it is accompanied by a counter Motion. the response may simply request that the Motion of the other party be denied. The letter argument was likely considered the equivalent of an affidavit response.
