fastscott, do you plan to do anything about the fact that you are not able to see your children?

Continue to try to see your children and document all violations of your 11% time. Once you have ample evidence together, file for Contempt.

Force the contact and never give up. It may seem like a losing battle either way, but the kids will know that you fought for them when they get older. Plus, you will probably win your case.

Learn about parental alienation and what to do about it. Get the book "Divorce Poison" by Richard Warshak. Don't get mad at your kids or give up on them. None of this is there fault and none of it is good for them. They need your help.
