depends on what state and what year the finals were cast and what AG had a hard-on for deadbeat Dads, (deadbeat Moms intentionally left blank due to my state and AG) at the time.

Here in Texas, if you were divorced after 2000, you belonged to a pilot program of terrorisms that believed that you were not actually a dedicated father that suffer a no fault divorce because your spouse fell in love with a glass dick, screwed anyone for her next fix an left for weeks at a time - but rather you were potential criminal who is bound to miss a child support payment. Or perhaps the CS office could lose one of said CS payments, lets say, a month or two before tax time and in turn seize said poor SOB's tax check.

Matters not that dedicated NCP with a pristine record of payment can prove alleged lost payment, the AG has a non binding contract with the State and forthwith, will keep such ill gotten gain to insure payment to aforementioned meth head ex wife in case future criminal (NCP) lapses on future payment.

Oh and by the way, they can still throw me in jail, even though I am approximately five of these lost payments ahead.
