You should be able to receive what's known as an Administrative Review to adjust CS. An Administrative Review is a federal requirement (explained in 42 U.S.C. §666) on states participating in the federal program described in §654 in order to get the federal funds promised in §658a.

MN is a participating state and is required to follow the procedures. This doesn't mean it actually does. But it almost certainly has some sort of procedure in place. The idea behind Administrative Reviews is to have a way to deal with situations like yours and a whole raft of others where some kind of relief is obviously needed but can't be obtained in court without lawyers people can't afford.

If I were you I'd start by calling my court administrator or county domestic relations office and telling them that you want an Administrative Review. Some very creaky bureaucratic wheels will then start to turn more or less well for you ... and you're off and running toward putting a tourniquet on the wound you've described.
