Figure this - The majority (not all) of the people who work for CSE come from CSE cases/welfare reform right to work type cases. The easiest way to recrute workers who will "understand the need for CS enforcement" are the recepiants of cases that needed enforcement. The level of intelect is not high and neither is self motivation.
We took on all aspects of DH's child support years ago because of the lack of break neck speed that attorneys worked with. And because of the lack of intellengence on behalf of the CS workers/attorneys. First thing the CS workers/attorneys said was "you cant do that whithout an attorney". ?Really? Show me the law that says so. We have also won the last three CS modifications.
Read up a bit, fill out the paperwork that is available on line, and following proper filing instructions at the very least get the paperwork filed!
Then make sure when you get something from the otherside, you respond and get your response mailed THAT DAY! Drives those CSE people crazy because their case loads are so large they can not give immediate responses! Sometimes you can pull off minor victories and/or get a case continued because of the other sides lack of ability to work at break neck speed!
