Changing laws does little good if you don't change society's preceptions. I tried the "civic" route, but became mired in the bullshit and I'm not politically correct enough to have the tolerance to play the game. So I went to the people...I educated them...I explained history and the possibilities. It's amazing what you can do with just a few people.
