Those statistics are exciting and make people watch programs like Dateline and such, but statistics can be twisted by the sampling process. The highest recidivism crime of those in prison is drug related (either possession or selling). But, that doesn't make news or fit next week's Law & Order SVU, does it.
Quote: "I am trying to find out if this guy is lawfully residing..." That's a very militant stance. If he's on probation or parole, his reporting officer knows where he is and what the law is. So, is an assumption being made that they're not doing their job?
"He" is a very easy word to use to do what he did; treat someone as an object, not as a person, a human being.
"He" might have kids, and if you get him thrown out of his home/apartment, you won't only be hurting him, but you'll be disrupting a family. Do you know or even care?
"He" made a serious mistake and might be desperately fighting to make up for it, do right by society, be productive, keep a job, and just 'survive'. If true, are you hoping to change that?
"He" may have committed the crime over 20 years ago which raises the question, does it matter now? Would that count as "rehabilitated" to you? 30 years? 60 years?
