I won't have time to walk you through the document but if you're careful with it and follow its pointers all the way to the end in your state, taking it step-by-step, making sure you're absolutely right at each step, and then you effectively use your state's political process, the document should be helpful. You're largely correct about IV-D ... but so far you've been painting with too broad a brush. The document should help you trim it.

Incidentally, the regulars here are committed to reform and trying their best. That doesn't make them perfectly aligned but it does mean that they share a set of basic insights about how fouled up the system really is. In my opinion, that will lead to fundamental reform.
