Help!

I was hoping that there was someone out there that would help me.
I am the mother of a one year old son.I am orginally from Portland, Oregon but I moved up to Gig Harbor, Washington in early July of this year. I found out around the end of July 2007 that my sister had made claims to CPS that I was neglecting my son, not feeding him, pushing him and the fact that he was just small never helped much either.
At that point after I found this out I called my Aunt in Oregon while the CPS claim was sorted out. I faxed the lady from CPS a signed letter stating that she has temporary guardianship for medical and financial decisions. It was not noterized. My Aunt was with the lady in the CPS office when the fax came through so she got her copy.
The day after I gave my son to my Aunt CPS visited my home in Gig Harbor. They wanted to see my son but I told them that he was already in Oregon with my Aunt so CPS dropped the investigation.
Since then I have moved to Bellingham, Wa. A restraining order has been made against the male I was living with. I have gotten a job and am starting parenting classes. I am planning on staying in Bellingham indefinately.Housing arrangements have been made.
My question is in the State of Washington if the nonparent only has financial and medical gaurdianship and the parent requests to have the child back then the nonparent has to give the child back.
My question is what is the law in Oregon regarding getting my son back? I would like to have my son come to Bellingham. But my Aunt is worried about my living situation and the male I am dating also taking him away from his family in Oregon. (1) Does the Aunt have the legal right to keep my child (2) If (yes) who should I contact to get him back (3) If (no) who should I contact to get him back?
Please get back if someone can help me I would like to get him back in early November!
