Abandonment is a ground to have your parental rights restricted in my state, but is not grounds for termination of parental rights.

Here what would generally happen is that the parent that was absent would have to pay for a court approved person or agency to supervised visits and report to the court. Then, if when the kids and the parent are comfortable with each other, then the supervised visit requirement would be lifted and a normal parenting plan would be finalized.
