That they were implying that a change in the non custodial parent's situation also would not have met the standard to prove a substantial change in circumstance?

If not, then he could then bring his own case based on a substantial change in his cirucumstances and possibly get past the show cause hearing.

But it seemed to me they were saying that unless the party with custody had a change substantial change in circumstance that it would not meet the standard.

But, hopefully in this case maybe the grandparents will voluntarily start sharing more time now that he meets the standard for a fit parent now.
