Correct, if he is on the bc then the only thing you can do is file in court. The courts will frown onhim but the longer he has the child the less of a chance the courts will be willing to remove the child.
I believe there is more to the story. Tell the whole story or no one can give accurate advice. Is there drugs, neglect, jobless, homelessness? Anything?
