Of course, to put some "teeth" into the resolution, the Feds could condition state funds on passing the resolutions state by state.
This is quite common, and constitutionally acceptable (requiring the states to do something wouldn't be constitutional). Example: Feds "request" the individual states pass traffic laws setting maximum speed limits at 55 mph (or more recently 65-70). Prior to 1975, this was not a federal issue and was left up to the individual states. The feds couldn't constitutionally require the states to pass this law, but the feds requested it, with the warning that failing to positively respond would result in that particular state becoming "ineligible" to receive federal grants for state highway funds. The result? Every state cooperated in very short order.
There are way too many other examples also.
In other words, while I support Mr. Levy's efforts wholeheartedly (and have for many years), I would make the suggestion that federal funds to states be conditioned in some way on passing this resolution. JMHO.
