the Court has no discretion/power to "forgive" an arrearage. However, if the recipient parent (obligee) agrees with obligor parent, they can petition the court to forgive the debt. If both parents agree, the court may grant the order.
I think that's how it works in CA, but I don't know how often courts grant such orders. I suppose the situation doesn't arise that often in the first instance.
